It seems to be an obsession for some japanese media, and plenty of other media too, but it really sticks out to me. Like in Fate Extra, the way the lore is written, humanity will only survive to reach the stars if they essentially upload themselves as digital magic beings in the 'age of will', while those who wont will be stuck on Earth

Or in Pantheon. To a digital being, the works of other UI's or 'superusers' as I like to call it would appear as magic.

It's kind of like that classic quote 'Sufficiently advanced technology is indistinguishable from magic, and sufficiently understood magic is indistinguishable from science'

Featherine and the witches could be demigod planeswalkers observing a multiverse, or they could be digitized humans given admin privileges, Featherine herself could be a higher sort of AI to oversee everything else, a librarian or theatergoer if you will. The difference is very thin with the information we have
