That depends on what you mean by 'starter girls'.
If you mean any girl who happens to be lower rarity that's easier to start out with it really depends. Charis aside (her hitting for three times the damage of Ateru at points is pretty based ngl), Perili and Shiijime are very good, the Lamia girl seems to be pretty strong as well from what I've read though I haven't used her myself, I know there are others as well but some of the girls are definitely quite good.
If by starter you mean specifically the group of Seven that the game hands out to you at the start, then the only one I've used extensively is Selen because I liked her, and she's definitely fine, but she can take some getting used to at first.
I also used Suzu, until I amassed the flock of Harpies and she fell out of use, but Suzu seems to not just be the strongest of the seven but genuinely quite good on her own.
As for the other five, Podel and Saura are both good at their roles (the former is very durable, the latter has a free auto-revive on a dedicated stole wall), Nel is mediocre outside of her immobilization ability on deploy, Rin is very quickly outclassed, and even if I didn't have a dislike for Kuromi I'd still never use her because she's absolutely awful.

I don't think I'd count anniversary alts as the starters even if some of them are alternate forms of them, especially since they're only available for limited times.
