Just make so the disease first began as a flu like virus. It spreads like any normal flue virus. Nobody is panicking because it seems relatively harmless even though its spreading all over the world. People get ill then in a week they feel better. Then have it so the virus doesn't actually go away, it just hides for a bit inside the body like some other virus do, then it mutates and starts turning people into zombies but can now only be spread by getting bit.
This gives the virus enough time to spread throughout a huge portion of the human population while also making it so it can spread via bites after it mutates.
