They have a couple of edge-case uses in "SHTF" hypotheticals. Of course, these all expose you to tremendous legal liability and SHOULD NOT be done outside of situations where you reasonably fear for your life and other measures are not available, you get the drift.
Dazzlers were originally designed for temporarily blinding people (of course, they often cause permanent vision loss simply by virtue of their output). This gives rise to a couple applications.
1. Checkpoints. Directly applying an LA-12 on high or strobe to a windshield will blind the driver.
2. People at riots have used equally or more powerful ebay lasers to force helicopters away. Note that this is a MAJOR FUCKING NO-NO WITH THE FAA.
3. They have the output to deal damage to lenses, especially NVs and cameras.
4. They can in theory be used as a half-ass kind of scopespotter. If directed at a scope lens it should reflect back noticeably while also blinding the shit out of the guy behind it.
5. Extra spicy aiming laser.
Let's just say that the "S.P.E.C.S" people talk about, the brown lens laser protective glasses, are NOT sufficient for protecting against the LA-12 GLIS or more powerful dazzlers like the GBD-III on high output. You need something heavier-duty.
