no it isn't because 90% of a character's kit isn't locked behind dupes. Star unlocks are basically useless since they're minor base stat boosts AND you will quickly get every horse to 3* since star pieces are given constantly from various sources including goddess statues, events, the daily shop, and just pulling for the new horses you ACTUALLY want

It's SUPER disingenuous to pretend "This character has 10 abilities, but 7 of them literally don't get activated without pulling dupes" is the same as "okay you start with +10 speed and power on turn 1" you faggot
