A. Isn't rich enough to buy a proper "starter" Pokemon from a professional breeder and buy an electronic Pokedex.
B. Didn't study hard enough to be in the top percentile of testers in his Pokemon Trainer's License Exam that would gift him an electronic Pokedex and proper starter.
C. Doesn't have the privilege of being the LITERAL NEXT DOOR NEIGHBOR of a Pokemon professor.
