Mechanics are only for that. At least when you're already in a premade fantasy world. The MLP world already exists. You in a sense don't need anything to pretend to play in that world other than a pony, and someone to tell a story and setup situations. Which I've never liked the idea of using official campaign stuff, a dungeon master should create his own thing.
The only thing a game in this case needs to do is help you to have a character that fits the world, a random character. At least if the dungeon master is super smart they can make an interesting game without any real need of slowing down to do math. But most times that's not going to happen and some people don't want that so you do need a list of actions and die rolls and stats and actions per turn. Yes.
And well I am going to read this OTHER official MLP pen and paper game, and when I'm finished I'll come back tomorrow so I can complain about it too! I can already see it contains the Hasbro Toy map so that's -1 point off. That map is non-canon totally to season 1 and even up to season 3 they contradict it.
