Isha is just the part of Nurgle's cycle that's joy and regrowth and life. He's the god of peace and just letting the circle of life keep going on, rather than ambitious schemes or anger. 'isha' canonically just lives inside of Nurgle's garden. If she was a god that actually was anti-Nurgle (she isn't) then he would want her kept as far away from his garden as possible as in the warp opposite powers repel and destroy each other (hence Nurgle living far away from Khorne's palace, etc.) But Isha is Nurgle so they live in the exact same place.
