You have way more details than I do. But I read a history of the IDF (which is quite critical of it) and from the beginning they tried to make things themselves. It has always been important for them. They can't make everything, but they tried to manufacture one major weapon system themselves. They've struggled with fighter planes, but the idea they're wholly dependent on the U.S. is not the case. They also secured a niche selling arms to all kinds of crazy countries during the Cold War at a lower price point than the U.S. because Israeli labor costs were lower.

I think that's an important reason why the U.S. rolls with Israel so hard. The U.S. MIC is slow and bureaucratic, and they want access to this tech and share it.
