When you get to the Traditions and the Technocracy, the Technocracy has tens of thousands of Extraordinary Personnel but they are the entire Technocracy. I doubt a single Tradition has more than 2000 Sorcerers at most. Let's be generous and say 100 Master Sorcerers, you described character would be the %1 of that 1%.
