- If you want an old(er)-school experience with gradual-yet-satisfying progression, and one of the only servers with any sort of a PvP scene in [current year], go for TERA Classic. It's also the most-populated server overall at the moment by a considerable margin.
- If you want to see what TERA was like towards the end of its life, with all officially-developed classes available and a predominantly PvE focus, go for Starscape.
- If you want to see the latest in private server custom developments, and either live in the EU, UK, or potentially east coast of NA, go for Arborea.
- Wouldn't necessarily recommend Agaia in its current state, despite it still being listed in the OP (mostly included it for consistency's sake).
- Don't try Akeron or Nova, they have pretty sour reputations for good reason.
There's also a SEA/AUS private server currently in closed beta, but for the life of me I can't recall its name off-hand.
Who's to say how well it'll turn out, but since this title is quite ping reliant (albeit with some ways to mitigate those demands), I'd imagine the SEA population would be pretty keen on finally getting to play this game below 200ms, for once.
