I have found a Japanese site with free indie VNs on it. It operates similarily to itch.io I think, as in you can download them/play them in your browser for free, but can pay an optional sum. This is a list of their games with the Yuri tag.

I recognize LILYVAGANZA which is entirely free here, but it says the paid version has extras (which I assume are in the Steam release). Anyway, every game has language options, including English. They are machine translations, but they are surprisingly decent? And for those who can read Japanese it's just free VNs with no caveat.

If you make an account you can earn badges/achievements too if that is your kind of thing.
