You're talking about Leto II, Paul was an extremely selfish bastard, dude knowingly condemned billions to death just to get revenge on his fathers murderers.
He could literally see the future, he knew exactly what would happen and he did it anyway.
As for the Emperor, he canonically does want to save humanity but the Emperor doesn't care about the happiness of individual humans at all, just the continuity of humanity as a whole.
He's also human himself and as a result flawed, he makes mistakes and his future sight is not perfect. He gambled humanities fate on the great crusade and he lost. now he's just stalling for time and hoping his remaining loyal children can pull something off.
