I've seen Korean artists draw Raidou so random Korean game fans are not the problem. I imagine Atlus wanted to sell the game in S. Korea too but in the end they must have opted out due to advice from SEGA's marketing division or something.

By the way, Japanese game devs are actually getting more strict with the Imperial Flag.
F-Zero's Samurai Goroh's helmet got quietly changed from sporting the Imperial Sun to having the kanji for Samurai instead.
It's not just an Atlus and SEGA thing.
