Probably, using his own feats he should be able to casually spam building level ranged attacks that rely on air, outspeed and outreact a guy who could move in what was basically stopped time, and do so unconsciously, and thanks to his power progression he can put all that into defense too (via forcefield)
There's probably some Peter version that'd be a somewhat fair fight, but Marvel has a lot of shit to pull from.
