Mortal is explicitly designed to maximize point EV, that's the goal of its Q function.

Why are you looking at the result of individual decisions? The details of whether or not a decision panned out in that particular game are irrelevant. If your single mistake didn't matter at all but was terrible from an EV-maxxing perspective, it's correct to tank your rating for it.

Right, rating isn't calculated during decision making because rating is a measure of the average of the difference between the Q values of the user's decisions vs. Mortal's. There's no reason for Mortal to calculate rating for itself when playing, it just makes decisions to maximize Q.

To summarize, the Q values for individual decisions can be unreliable for non-optimal choices, which introduces variance, but when averaged across 100+ decisions in a hanchan (and especially averaged across many games) it's a useful metric to evaluate how effectively you optimized EV according to Mortal. The creator puts a lot of disclaimers on there and I wouldn't get hung up on there being some big difference between a rating of 81 vs 82, but it does scale its rating based on expected EV impact as I stated in my original post.
