If you pay attention to the story/canon, RP elements and dialogue NV is better.
If you don't really care and want to explore a cool map and get a new gun from a funny quest while an atmospheric OST plays, FO3 is better.
Hatred or enjoyment of one over the other depends on your how much you value and prioritize different aspects of these contrasting games which are superficially similar but ultimately different in their approach.
