It's actually way more than that. Dots in WoD doesn't increase the thing in question linearly.
Sure, mechanically [Strength 6] is 3 times as strong as [Strength 2] but narratively? 1 is crippled, 2 is average, 5 is peak human.
And a bear has either Strength 5 or 4, depending on which sheet you trust from WTA or VTM
