The problem is that magician of destruction was designed to be a turbo dragoon enabler. They knew what they were doing, they could've easily made it so that it would require the playing the vanilla DM, but it'll sell better if they get to cheat out dragoon in virtually any deck again but this time without the red eyes fusion brick package
