Because you can potentially get a lot more value out of Redemption and Locket or Knight's Vow than you can get out of Helia.
Helia doesn't scale into late game, and it's often better to sell it after you're full build for one of the items above. You're also not missing much when comparing the builds with Dawncore.
Milio is maybe the only enchanter who can use it to it's full extent now. Everyone else, it just feels troll on.
