If we're talking optimal use, Dracoshields go on already tanky units because the defense boost comes into effect for every physical hit they face on a given map.
Speedwings go on characters who are just shy of doubling at least fair amount of enemies.
Energy Rings are similar, but this time it's hitting one-round thresholds.
Angelic Robes can go on just about anybody, but generally they're best used on characters with either already high bulk or really low HP.
Secret Books get sold 99% of the time, but they can be used sometimes on characters that see a lot of combat and see 70-85 hitrates often like FE7 Marcus.
Goddess Icons also get sold almost always unless the game has a strong combat unit with really shit luck that might end up facing crit, like Raven.
Talismans are really niche because most units have bad RES and pure water/barrier exists. I don't know of any characters that particularly want one in any game.
Body Rings are also a bit niche but they can help units who often use weapons heavier than their base CON. Mostly foot units though since mounts lose aid from it.
