Lo counting as full tribute also does, but they could've just as easily made her increase her level as an effect, or even could've made her a level 7 that can be normal summoned and not much changes. Or make Skull Guardian a lvl 1 but require a fairy/dragon as tribute.
It definitely follows the rules of ritual summoning more than a ton of decks follow their summoning method mechanics. But a big part of the fun of Yugioh is how decks do different things and "breaking the rules" adds to that.
Dreaming Nemleria breaks the rules of summoning Pend monsters from the ED. But who gives a shit about that aside from autists who have a fixed idea of what cards are "allowed" to do?
