They will, because that's what Cyrodiil was like in Morrowind. You can already see that even the area currently in P:C is significantly more tropical than in Oblivion, and pic related is their Imperial City concept. I am deeply sorry to say, but you personally disliking it doesn't change anything, thankfully for everybody else.
