Nope, that's completely irrelevant. Any kind of powerful enough being can host the aspects of Outer Gods. Outer Gods existed long before the Elden Ring came in the Lands Between, with the Twinbirds, or for example the Old Gods whose weaponry scales with Arcane.

The Moon of Nokstella, Noklateo and Nokron were beckoned after the Eternal Cities were banished. The giant silver ball enemies are an example of that experiment, and the Moons are that on a much bigger successful scale.

If you want evidence that the Moon are manufactured by the Eternal Cities, check the talisman of the lost Black Moon of Nokstella found under the Nokstella crypt-throne. The process is the same the shaman ascetics use to convey spirits and ascend.

The Full and the Dark Moon are still present because those Moons are conveyed ad inherited by Carian queens, currently inherited by Rennala and Ranni, and they are a divine power conjured by the sacrifice of many people
