Because people still play games with crappy laptops? A shitty $250 or even $400-500 laptop isn't meant for playing video games, especially not current ones. People who play very light games with crappy/old hardware skew the numbers, same how internet cafes skew numbers too, as the same PC could potentially count hundreds if not thousands of times towards the survey. Most gaming cafes use mid-range GPUs, but that can very a lot too, depending on if it's a country like China/Japan or some SEA shithole where you're getting RX 580s and 1060s from a decade ago. Point being is you can't really trust Steam's numbers. At most you could trust numbers found on here or on internet forums dedicated to gaming. Those forums would weed out most cafe and $250 laptop owners and for the most part just be people who actually have a PC meant for playing games.
