>Is the $15k-$20k price the norm for these things here?
In current year, if one popped up for sale, in GOOD condition, and already road registered/legal, etc all ready to go hop in drive away, somewhere in the mid/late 30's wouldn't be unreasonable.

An ex film car is realistically worth about $10k-20k depending on condition, where you have to go through the whole process of getting it legal and up to road worthy standards etc. Ultimately it's doable on your budget but yeah realistically probably not a great first car, mechanical parts aren't too hard to get (I think the engine was also used in V8 Explorers or something), but if you need any body/glass/etc, you will be out a small fortune shipping parts.
They don't come up for sale too much any more, maybe once or twice a year. Last one I saw was April 2024, it was a 2009 (so not registrable) and sold in a day. Was asking $25k.
