Kojima originally intended to make DLC for DS but then scrapped it after covid happened so he could make DS2, a story that was reactionary to real life events. Just goes to show the moron did not learn from what happened with the cluster fuck that is MGS, and did not actually have any vision, no story to tell, no deeper message, just making shit up as he goes along and even worse doing so in reaction to real-world events.
