Why wouldn't there be more characters. We knew Big Mom had a big family, we know that Kaido was the "King of 100 beasts", we still haven't met all of Rogers crew, Xebecs crew, SWORD, God's Knights, the giants, all things that were mentioned years ago, but are finally being fleshed out.
Shit, we haven't even had Urogue's Arc yet. Hoping it comes along with an Enel return.
