not really, the LAB batteries is mostly for high speed maneuvers, but the fuel cells using hydrogen and LOX would remains the main power source during transit.
in 212a case, they use 8 (+1 for back-up) BZM34
We are talking Fuel cells(AIP) + LAB hybrid system here, not the same as full LIB layout like what the japanese are doing.
The full battery japanese are doing would be better than battery + fuel cells AIP for very high speed transiting, but overall they are still worse, possibly even much worse than the hybrid layout for fully submerged endurance.
Anyway, the shorter endurance is not much of an issue for JMSDF, since their patrol area is rather small, most of the pacific still felt under USN duty
