That's the real Chucky as a ghost. He has voodoo powers and put his soul into the chucky doll when the police gunned him down. That's also how he keeps getting resurrected.

The movies are overall pretty good. The first 2 are done in a mostly serious tone and are well made. 3 leans more into the comedy or at least popcorn factor sacrificing atmosphere. Then you get Bride where Jennifer Tilly gets turned into a doll too.

As far as horror franchises go it definitely has a higher average quality than most.
