Because the chapters are the blank tiles...? Look, here - it's a chessboard, the bosses are on the black tiles and the chapters are on the white ones. The flower represents the chapter's boss, either Asgore or a Flowey equivalent, not the chapter itself.

Mainly because ERAM reacts to you having done the Chapter 2 Weird Route. If we assume that moving up or moving forwards means moving forwards in time, as shown in the post-chapter 3 route, then the only way to access the "real" Sword Route is to go through Chapter 2 Weird and then do "something" in Chapter 3 involving the Sword Route that results in an alternate ending to the chapter. You can't go back to fight the alternate final boss of Chapter 2 (Spamton NEO) after going to Chapter 3, after all. You can go up or to the left/right, but never down or the way you came.
I'll also note that Chapter 3 is the place where Ralsei seems exceptionally nervous about the prospect of you taking control of Susie - he looks back at the camera when you put the bow on her - so my best guess is that the something is swapping from Kris to Susie somehow, with chapter 7 being accessible by doing something, but the True Lab equivalent is reached by using the "key" (the shelter codes) and entering the shelter instead while Kris can't stop you.
