You don't really.
Even if Hamas were to survive in some form and claim a pile of Gaza rubble as their own, in the big picture they're still kinda fucked. Most of the Axis of Resistance got their shit wrecked. Hezbollah got their teeth kicked in and lost the critical supply lines they used to have in Assad's Syria. And decades of the IRGC stockpiling medium range ballistic missiles as part of a strategy to bomb Israel into submission has culminated in their undeveloped air-defenses getting rolled over and Israel bombing Tehran with impunity. Most everyone provided military support and detterence to Hamas prior to their Oct 7th boogaloo now has to focus on their own survival/safety. And no amount of slum warlord manuevering can bounce Hamas back from that.
