ORT doesn't actually obey anyone. Daybit had to seppukucide into the heart to give it a single command to destroy Chaldeas. Otherwise when it turns on it just rampages around a little bit then leaves once it's had a fun time. There's no way to compel it to eat the other lostbelt kings or anything.
