This bitching about wasters and raiders disliking toxic wastepacks keeps coming up, but I think it can be readily handwaved with logical extrapolation.
Dumping hazardous material in their perceived territory is a flagrant violation and serves as pretext for a retaliatory show of force. You're dumping a trucklold of old tires outside a biker gang's compound, are they going to appreciate the free parts or kick your ass for trying to punk them? Because that's how they see it.
Mechanical consistency is of course the driving factor in wasters not having some sort of unique laissez faire attitude about your dumping a bunch of horrible trash on their land and "helping" them, as they do get bonuses from pollution, but giving pretext to raiders for violence is a justifiable enough reason all on its own. Do you really expect jumbled gangs of impulsive murderers (often genetically aggressive) to allow some dinky tribe/colony/gravship crew waltz onto their planet and light a bag of shit on their doorstep?
