I can see Act 3 having this journey through the Webway playable and it would connect to both Tranzyn and that graveyard, but that would be even more of this already long Eldar sidequest.
Honestly they fucked up with two first dlcs conceptually, in spite of them being fun to play. Kibbles and Solobore should be in DH. Two first dlcs should add Xenos companions. And then those two more dlcs shouldn't add any companions only expand the game
Those two new dlcs with Tranzyn and whoever it is in second one will do nothing to fix Act IV anyway. Problem with it is with main quests and is a result of Act 3 being a giant sidequest. At the end of Act 2 we become RT proper and are introduced to competitive RTs. And then immediately we go on a random trip to Commorragh instead of continuing our rule. This stretches game a lot without properly enhancing it. All that effort, resources and manpower that went into Dark Eldar city should instead go into politicking with Calligos, Chorda, other factions and your nobles in act IV (which would be obviously then called act 3). And those season 2 dlcs should be about minor xenos like Rak'Gol invasion, Slaught infiltration and Stryxis.
Cumrag shouldn't exists and I say this as a person who really likes it, because I love gimmick of losing my eq in games, I love aesthetics, atmosphere and even music there, I like how it enhances replayability since you want to see how your other companions are tortured etc. Gangs of Commorragh should be a separate game or minicampaign, or part of Eldar Corsair game
As it stands now tho, I think getting new companions asap and then putting most of that content into act IV would be the best, but at this same time there should be a free update to base game adding more quests at the beginning of Act IV about dealing with Chorda and Calligos. Because currently you just have a single quest to remove each of them (Footfall and Quetza)
