The problem is Ishgard Restoration was like a mini reset / revamp for leveling up crafting and gathering from 15-80/90 to deal with the level creep from expansions.
So introducing another crafting / gathering area that the majority of people will use just for leveling is redundant, especially since you need EW completed to access it while you only need HW for Ishgard Restoration so any new player would naturally gravitate to diadem instead.
I guess you could argue it helps with 90/100 and you can...grind weird currency for shit most people won't really care about.
I mean which would you rather have more FOIGHTIN' ROUND THA WORLD content everyone can do or more crafting / gathering a generous portion of players won't engage with at all?
The moment you discount actual real autists grinding for weird player ranking shit in Cosmic Exploration, you quickly understand why it's totally empty.
