I like the Shinobu arcs but can sort of agree with this sentiment. All of her best moments are in arcs not named after her. A good example being Kabuki which had an arc named after Mayoi but was mostly great scenes with Shinobu. Hell, even Kizu is actually Koyomi Vamp or whatever. Shinobu is best when she hijacks the arcs of others.
