Yes, it absolutely does. Obviously Toriyama makes some other choices here, considering the action has lesser stakes and there is a higher emphasis on comedy, so the panels aren't as big and focused on violent impacts.
You can't post that scene as another "Vegeta vs Recoome" picture that is solely focused on highlighting the sense of very carefully crafted flow between each hit, the choreography, the way the fighters are positioned and so on.... But that's because that's not what the scene is trying to achieve. In a technical sense, Toriyama has already all the skills he needed, he might have polished them up a little bit around the 22nd tournament to deliver Saiyans level exchanges, but only a little bit, he's already drawing amazing stuff. It's just that his focus isn't on the same things.
