Right but there's representives like Yamada and Akamatsu who are in as well. So I doubt anyone will get any measure like the Tokyo Youth Ordinance through again any time soon, I imagine it's far more likely that they'll create some kind of motion to fund series with specific promotional content (kind of like what Zombieland Sage did for Saga Prefecture, but with ethics or some shit), rather than clamp down on extant content. Since at the end of the day hurting the industry benefits absolutely no one, they'll only be cheating themselves out of cash.

Japan won't (more practically can't) "adapt" because regulation of the industry to that extent will damage the domestic market. The most that will ever happen is harder clampdown on stuff being accessible on the international market, idiots like Ishihara thought they could damage the industry without repurcussions and have repeatedly been proven wrong. Moreover the sentiment against foreign involvement in Japanese domestic policy is stronger than it has been in years if not decades, the payment processor shit is just the cherry on top of the bullshit sundae.
