It's basically the difference between autistic battleboarding nonsense where dudes try to argue that their C-list character is actually multiversal++++ based entirely on huffing as much cocaine as possible, and making a setting with a consistent narrative and at least semi-plausibly feels like it could coherently exist.
And honestly the issue isn't really when a character makes a huge leap in power over a short time so much as when it seems like characters are genuinely as strong (or weak) as they need to be in a moment-to-moment basis without any explanation, until you hit Dragon Ball Super levels of genuine narrative randomness.
