What are you talking about? We only ever see the TV Smile at the end of Chapter 2, unless there's something else you're referring to. And the TV Smile is Tenna, who was explicitly Spamton's business partner, even if you think it doesn't "look like" him. It appears on the CRT when the dark world opens and we see it again in the feature presentation. Maybe it's just how he presents himself on his show.
