Between Xehanort, Ventus, Riku and Sora I'd say it's ultimately Sora but they all play a role in influencing his journey. I think Xehanort believed he was the Child of Destiny up until an unknown point where he believed it to be Ventus. Idk if he gave up being the Child because he'd embraced the darkness instead. By the time he's Apprentice Xehanort he sends Kairi away in search of the keyblade wielder too so idk if he believed he was searching for Ventus again there or somebody new like Riku.
So he'd hoped to bring forth the Child of Destiny while pursuing his own goal of purging the world with Kingdom Hearts should they fail to defeat the darkness. Although then he seemed to lose faith in the Child of Destiny prophecy putting a lot of his chips on purging the world. Maybe because Ventus and Riku had both proven to be failures and he didn't even really acknowledge Sora. And in the end he bequeaths Sora the X-blade which could be him entrusting him with the Child of Destiny legacy.
Should also add that in Star Wars there's also some debate and vagueness around the Chosen One prophecy so it wouldn't surprise me if it's the same in KH. George Lucas planned for Leia to be the chosen one in his sequel movies. So in the end Anakin, Luke and Leia would've all been the chosen one from different points of view in a holy trinity kind of way. Likewise Xehanort, Sora and Riku could all be Children of Destiny. But in Xehanort's case it does seem kind of forced because he wasn't even born on Destiny Islands.
