They could be filming wrap around bits for a Shalka "Tales of the TARDIS", Jo Martin was seen going into Bad Wolf Studios by a jogger in the last week or so as well. The Fugitive Doctor hasn't had any adventures they could splice together though. Maybe its for a christmas special with the Fugitive Doctor and the Shalka Doctor. That could get around the Disney funding issues and being a prequel it would effectively be a spin-off.
