Did you know that once the shooting script is written and the read through done RTD leaves most of the workon the shoot to the actual director (as it is in every other TV show ever made) he is the show runner, he's not sitting in a chair next to the director the entire time saying "No! That's not nearly fabulous enough! I want more glitter, damn it! And that extra isn't disabled enough, have him fired!" He rarely visits the set when they're filming.
He actually finished writing his C4 show recently and has already wrote the plot and his scripts for the next 2 Doctor who series, so it's not like he will have that many pressures on his time. Besides, in all likelihood another writer like Moffat might be show running something like the Lost Stories to emphasize that they are not a part of the Disney co-production.
