It doesn't really apply to AI at all because AIs applications are borderline infinite. You can use it for single things like LLMs though.
The modern advancements in AI mean that you can train an AI on any kind of task you can collect data for, which is a lot of stuff. And like people have been saying for a couple of years now, even if all fundamental progress stops -- AI is still infinitely valuable with what we have so far. And a lot of tangible uses of AI haven't even been explored yet because the fundamental research keeps on improving which stops a lot of people from developing barnching technologies. Because why bother when it will just become easier in a couple of months or years? That's what's going on right now.
It's like the corridor crew anime video, remember that? Really impressive but what took them weeks or months back then would take someone an afternoon today. Which is why there isn't a lot of other high effort stuff from people who use the tech, you'll put all the effort into something and it will just be ignored because it's already outdated and people are too busy watching the cat videos.
