Actual Civil Engineer here. Those morons set up their camp in the FLOODWAY, and allowed hundreds of kids to camp there during a massive precipitation event with all kinds of flood warnings beforehand.

Whoever organized the camp should be executed by firing squad. It has nothing to do with 'understaffing' and everything to do with incompetence.
