I think Byakugan is more useful under normal circumstances. The long distance and x-ray vision have general uses outside of combat.
Sharingan can only evolve under weird situations like psychological trauma and DNA experiments. It's why only the freaks like Sasuke and Madara use them at their fullest potential.
