If they wanted to they would've just done that in the first place but legally they can't because the Korean government is dumb and gay. Not to mention the game still has a censored version on Google Play/IOS so getting taken down from there would hurt more than adding sex would help. And as much I like the skins with bare tits, the game suddenly becoming hentai after like 5 years would probably turn most people off.
