Sorry to hear about your dog anon.
You are in pain because of your are mourning the loss of a loved pet. Try not to confuse/conflate suffering and pain. The world is not all doom and gloom. It's a balance, light/dark, yin/yang and all of that. Part of that balance is, everything that has a beginning has an end.
To answer your question of why god allows pain/suffering, it's because god loves people. God wishes to respect the free will and choices people make, and that means allowing people to choose to do things that cause suffering. To respect the choices and free will of man god has has chosen a long path approach, that is to say, allowing man to make mistakes and learn from them the hard way, even if that means they feel temporarily pain/suffering it will eventually, with time, lead to eternal happiness/love. Or at least that is my belief, YMMV. Best wishes anon
