I think it's more that MM Is MUCH more sidequest and character-focused, wheras OoT is much more focused on a more linear story and progression. They're too very different games, and adding the same emphasis and characters and sidequests in OoT would have made its development cycle even longer and possibly made the game overbloated. MM having better character writing is kind of the point of the game
